To start with the rules, we have certain directives from the highest court in India, the Hon’ble Supreme Court.

Now, a question in mind is that what is the role of CBSE and DGHS. CBSE (Central Board of Secondary Education) has the responsibility limited to conducting the entrance test of All India Pre-Medical Test.
Declare the results. Prepare the merit list. Hand over to the DGHS (Directorate General of Health Services).
And pass on the merit list finally to Ministry of Health & Family Welfare (MOHFW) and participating Universities/Institutions of respective States.
All India Pre Medical Entrance Test Rules – DGHS Counseling.
Now comes the role of DGHS (Directorate General of Health Services) which takes up the responsibility for counseling the candidates who are successful in qualifying AIPMT.
And those who have achieved top ranks in the merit list of the 15% All India Quota seats of the AIPMT.
Whereas the other participating States/Institutions/Universities conduct and control their own counseling for admission of seats as per the notifications issued by the respective concerned authorities.

The eligible candidates who counseling is being conducted will their certificates and documents are verified to see if they are as per the norms.
